One of the goals of an author is to have a fan base. These are the people who buy your books and love to read you.
But how do they know you have a new book out?
Check online?
Hear about it from a friend?
Or do you send them a newsletter?
It can be easily setup through a yahoo group, mail chimp, or some other email software. ( Depending on the number of people on the list there can be a charge.) I personally use MailerLite. Readers can sign up and leave when they want.
It is helpful to offer an incentive to join your list. I give away a short story that can only be acquired by signing up for my newsletter.
Also, to promote your newsletter put an ad in you ebooks with a link where readers can receive a free ebook if they sign up for your newsletter. This will bring more people to your site and increase the number of people who receive your newsletter.
I also have it displayed on my website so it is the first thing people see when visiting my site.

Instafreebie has also been a popular way to get people to join your newsletter.(Remember, it also requires you give away a free book) MailerLite, also makes it easy to incorporate people into your mailing list from Instafreebie

I don't think I'd get charged for having too many people on my list.
On Mailchimp and other sites, a newsletter is free up to a certain number of subscribers. After that, a fee kicks in. Mailchimp max is 2000.
